I noticed that in the pictures on the page you originally sent, too.
My best guess is that it's there to prevent the axle from dropping too far and overextending your springs and shocks.
Another possibility is that it's a really cheap longitudinal locator for the axle, but that's really unlikely unless you've got coil springs (which I doubt).
My only other guess would be that the rear axle does have a full spool. Remember riding in Colin's Scout and when he took sharp corners the Scout had tons of body roll. I guess I can take them off and see what happens.
